Hello,
The seller said not to disclose that the item is not received. And asked to send messages under the questions of the item. I did so. And still did not get the item. And I purchased the tablet for 48 USD, but did not get any tracking number. What should I do then. I can not even open a case on ebay for that. I just need my money back now.

While not every seller uses tracking, your seller's request that you not disclose that the item has not been received is.... weird.
The lack of a tracking number works to your benefit however.
Go to the Resolution Centre up there on the right under Help and Contact and open an Item Not Received dispute. If the seller cannot prove that the item has been delivered, Paypal will refund you.... aaaaannnnd.
Shoot.
The scammer has pushed you past the 45 day deadline for disputes.

Go to the credit card you really paid with. PP is just the mediator. Phone their 1-800 number and ask about a chargeback. This takes longer and the customer rep will need transaction numbers and dates and payments ,etc. Have them ready for her to process your chargeback.
You do have 60 days to leave feedback. Do that now. The most effective feedback is calm and factual.
At the same time you will be asked to leave Detailed Seller Ratings. These are much much more important than feedback.
The normal transaction gets Five Star Ratings.
The lowest rating is ONE star. No stars is a Free Pass.

By the way, was the seller in North America or in Asia?
If the latter, the tablet never existed. If the former, it is just possible it is somewhere in the mail, but not very likely at all.
Go to the credit card chargeback.
