What do you mean by "valid time of return"?

A buyer has 45 days to open a Dispute if she thinks the item is Not As Described.

The buyer must return the item with Confirmation of Delivery.

The seller is not required to refund more than the buyer's original payment.

A buyer has 60 days to leave feedback which sellers also think about when correcting problems.

If you just mean 'longer than I allow', eBay will not help you in a Dispute.

There are other Blocks, some of them automatic in your Seller Preferences. Blocking any bidder with more than two Unpaid Item Disputes is a very sensible Block.

You mean your buyer is a habitual returner? I know people who do that at brick and motar stores to. They buy an item, use it and then return it. That same person bought a coffee maker and used it several times then returned it. There was absolutely nothing with it. They just wanted their money back.

Be sure to use the link provided by one of the previous responders to add the person to your blocked bidders list.

Non payers should get unpaid item strikes and be added to block bidders lists. Period.
