How do you pay if Pay-Pal will not allow payment and states that the vendor's country is off limit.

Bought 4 tubes - the seller is in the Ukrane. When I wanted to pay with PayPal, the system would not allowed it, stating

Pay-Pal will not send any money to the Ukrane, only accept money sent from the Ukrane. The seller insists that I pay,

which I have offered to pay by bank transfer. The seller insist that I send my account number of Pay-Pal so that

he can send me an invoice. Well, I already have the invoice but Pay-Pal will not pay it. The vendor registered an

un-paid purchase. Also send info to Ebay and Pay-Pal however I have not had any replies. Can you guys help?

I smell something and it's not borscht.

 

Don't give the seller any of your information. DO NOT do that.

 

If Paypal is legitimately telling you that it won't send money to this seller in Ukraine, that means your money is NOT SAFE going there. 

 

If it were me, I'd ask for a Cancel Order and thank my lucky stars for it.

 

Don't send the seller a bank transfer. DO NOT do that. I understand this is a more common method of payment in Europe but we're not there and Ukraine is far, far away. It's not as if you can go knock on his door and ask for your money back.

 

Call ebay to have any feedback and/or Unpaid Item Strike removed if it comes to that.
