Purchases I have made from Europe usually arrive within two weeks.
From North America about three weeks (20 days) and from Asia four weeks (30 days).
After that, I send an enquiry to the seller and follow up an unsatisfactory answer with an Item Not Received Claim (I've only had to do this once, that I recall, since 2001.)
You could try calling eBay or Paypal about it, if only to give the clerks something to laugh about.
Or you could call the customer service line on your credit card, but after 19 months, I doubt you would get far.
