When (if) it arrives, agree immediately.
This ends the transaction and the seller gets her selling fees (which can be upwards of 20% of the amount you agreed to pay when you bid) refunded.
Leave positive feedback. "Thank you for your help with this item." for example. And all five star Detailed Seller Ratings.
If the seller is not willing to go for an MC, she can open an Unpaid Item Dispute. She gets her fees back. You get a Strike that makes it more difficult to bid on eBay in future. You cannot leave feedback.
In future, read the entire listing before bidding. If you are unsure about something, use Contact Seller to ask.
And no answer to a question means 'I don't want you as a bidder'. So move on.
