I have been cheated out of $300 . How do I get help ?

I bid on a steering wheel from 1955-56 and was not the winner. He later contacted me and asked if I wanted to buy the same rebuilt wheel. I said yes and sent him $300 to pay for it and nothing has been forthcoming. I know I have been cheated again. -- last time this happened you folks said that I waited too long to report it so you could do nothing-- the same thing is going on here -- he keeps stringing me along -- but no answers now. Thanks for any help you can give. I see that this **bleep** still has his site up and going ??

When did this transaction take place

Was this a purchase through ebay or outside of ebay.

What was the auction number.

How did you pay,  Paypal balance,  bank account,  credit card or other.

This happened before July 29 as that was the date of the cashier's check that I sent.

Seller ripped me off too. I paid with paypal and they strung me along and never sent the part. After 45 days, Paypal will do nothing, They keep the money and I get nothing. The do not answer their phone and do not return my emails past 45 days. I am out $109.00. Nice scam! Thanks for nothing, PayPal.
