You have a 45 day window to leave feedback and/or open a Paypal dispute. If the 45 day mark has passed, you're out of luck.

So you're telling me that a seller that doesn't send you the item you paid for have no disavantages of doing so? I've been waiting that long because they promise to resend it to me... What should I do now?

No, that is not what I was trying to say.
Ebay gives you 45 days to open a Paypal dispute. You would open a Paypal dispute when the item you received is not as described, came to you damaged, or did not come to you at all. 45 days is normally enough time to receive an item from most international countries. But there are times when items take longer than that. So if by day 43 (at the latest!) you don't receive your item, you should open up a dispute. Even if you don't want to get the refund right away and just want to give it some more time for the item to get to you. But after day 45 if you have not opened a dispute, you are no longer able to do so. You can always try to message the seller and tell them you haven't received the item, and they may issue you a refund. But because it is after the 45 day mark, they may not. Morally, they should. But they won't be forced to by Paypal after 45 days.
