I was aware of no such tests, but that doesn't mean there wasn't one. As far as I know no buyers on eBay.com have been able to combine items listed on eBay.ca after IRP enforcement was implemented.

Yes, this accords at least with one aspect of my experience with my U.S. buyers.  

 

Why they were able to combine orders on their end for a few months prior to that point (it stopped around July 2014) without using the .com cart is still a complete mystery to me, but I wish it could be reinstated!

100% agree that ideally the eBay.com cart should have been built to accept any items from any site, listed in any currency. That's how we built the eBay.ca cart and it hasn't caused any problems for any buyer.

 

The "add to cart" overlay on eBay.com is being looked at, yes. Not sure where that part is though, a colleague is handling this from our side. Last news I gave on this still stand: no ETA yet. Sorry for the inconvenience.

Also, there are U.S. sellers who insist that they don't have IPR required and that their buyers are able to purchase items without using the cart and without having to pay for each item. I'd like to see an example of such an item. Without that it's hard to comment.

 

As far as I know, all BIN items under $100 are required to be paid for before the buyer can "own" the item and it gets taken out of Search.

Any idea when IPR became mandatory on .com and/or if it was a gradual process?

Why are you so convinced that they didn't use the commit to buy process that had always been used pre IPR for combined orders? I'm referring to the 2014 orders?

IPR enforcement was rolled gradually between May 2013 and sometime in Q1 2014.
