New user/ 0 feedback won my auction...i relisted item, but I owe ebay money

So a new user with zero feedback from INDIA won my auction ( 2 cell phones).

I relisted item since i dont ship internationally, it says  so on my listing i only ship to USA/CANADA.

Do i still have to pay ebay?

the buyer used BIN but he is from india and i dont ship internationally.

Yes, unless you follow the correct procedure of cancelling the transactions or filing a claim against the buyer for non-payment..

Did you block international buyers in your listing? If you want to avoid a situation like that in the future, you should enter it in your selling preferences before relisting your item - or any other item for that matter.

In your listing form, it is completely at the bottom under "Buyer requirements":

Use Buyer Requirements to block certain buyers from bidding on or purchasing your items.

I would recommended choosing the following:

Block buyers who:

- Don't have a PayPal account

- Have received 2 Unpaid item Strike(s) within 12 month(s)

- Have a primary shipping address in countries that I don't ship to

- Have 4 Policy violation report(s) within 6 month(s)

- Have a feedback score equal to or lower than -1

- Have bid on or bought my items in the last 10 days and have met my limit of 10 who have a feedback score of 5 or lower

The one in bold is the most important one in your specific case, but the others are too depending on the risks you are willing to take.
