What the ????!! PBI devliver my cell phone to my next door neighbor @ 2:30 p.m. yesterday. .. i got a message from eBay that PBI DEVLIVER IT AT 8 P.M.. at my place.. all I can say on that is I'm glad I have good neighbors to return my package to me

It is not eBay's fault that the package was delivered to the wrong place, it was PBI's fault.
Why don't you ask PBI why it was delivered to the wrong place?

Continuing down the food chain like that, it's ultimately the delivery person's fault, not the fault of a corporate entity.
For what it's worth, Pitney Bowes doesn't deliver Global Shipping Program items. That's contracted (and sub-contracted and sub-sub-contracted) out. The two cell phones I've had forwarded to me by the GSP were handled in Canada by Canada Post.

Does it always have to be someone's fault? Thread after thread, post after post, all we see is "fault". Is it?
In our part of the world, both mail carriers and truck delivery drivers will leave parcels with us knowing our neighbours are at work while we are home (Mary and I are retired). To me is simple courtesy and I see nothing wrong with that.
