Paying listing fees twice !!

I sold an item and th eth ebuyer changed his mind and we cancelled. When I relisted the item I had to pay 30 c again?

Is this fair?

Don't you get 50/50 (150/150 or 500/500) monthly free listings?  Of use the free listings promo?  I would save it in the inventory until when it is time to list them for free like I often do.
