I have received an item which is completely different from the picture that the seller has posted. It is against Ebay rules to post picture that is misleading. If seller insist the item is correct which is not and is willing to refund the money. What should I do with feedback. Even I have my money back, he will continue to cheat others.

You could take the middle road and leave a neutral and when you leave the stars give them 3 stars for item description..

Returning an item

Within North America, delivery confirmation is available on Expedited Parcel. There is a discount on the price if you print the shipping label through Paypal.
Overseas, the cheapest service is ExpressPost International and there is a very small discount for printing it through PP.
