To clarify what is going on but NOT commenting on the service and whether it's any good or not.
eBay are acting like a Canada Post franchise, they receive a discount from CP based on the total volume of postage that they sell (Xpresspost & Expedited). I expect their volume will be sufficient to get them if not the best certainly close to the best discount available (probably in the 35 - 40% range. They will pass along a modest portion of this (8 or 9%) to eBay sellers. If they can reach the 50,000 unit mark on small packets they will get a bit of a discount on that (which they will keep entirely).
This is exactly the same as with any CP franchise outlet EXCEPT (and it's a big one) the regular franchise outlets also must sell stamps (tiny discount), handle all those parcels and registered items that are "carded" and all the other tasks that you see being done at a postal outlet. Outlets make nothing on these tasks, it's simply the "cost" of having a franchise.
For the people on this Powerseller board the PayPal postage might be convienient for some but it's not a money saver as a much larger discount can be had by signing up with CP for a "contract rate". For small time sellers I guess the service has it's advantages.
I expect that the 30% powerseller CP discount will vanish if it hasn't already.
