I have a listing about to end and the high bidder is from a Country I do not ship to.
Should I remove the bidder immediately?
What happens if they win the auction?
I wasn't aware you can block member from countries you don't ship to.

Whether or not you choose to continue with the sale is up to you. You can
remove the bid and block the bidder if you want to.
If you do not, and the bidder wins the auction, you will be expected to ship the
item. If you do not wish to ship the item and choose instead to refund the buyer,
that buyer will be able to leave feedback.
Moreover, he is not likely to agree to a cancellation, meaning you will have to
call ebay and pester them to give you your fees back.
Have you already seen this link about all the wonderful ways to block as many
potential buyers as possible?

It tells you how to cancel bids on your items as well.
The decision must be yours, but if you do remove his bid and then block him
(as well as blocking out all those countries you don't ship to), you might like to
send him a gently worded note of apology explaining that you don't ship to his
country but made a mistake setting up your listing.
