I purchased something and it didn't come in, i tried to contact the seller an they never responded. i went through the resolution center but it won't let me do anything for the last two days.  it says OOPS Technical difficulties.  there are no phone numbers for me to contact anyone there.  What do i do just lose the money because i can' t  contact ebay or the seller.

How long has it been since your purchase? Until January 2015, eBay only allowed 45 days for a Dispute.

Or forget using eBay entirely for the refund and go to the credit card you back your PP account with , phone the 1-800 customer service number and ask the clerk about a chargeback.

Have all your paperwork (dates, transaction numbers, payments, currency, etc) handy to help her process your refund.
