I have been offline from my e-bay account for some time. Since logging in again, there is a negative (-) balance on my account despite having $0 outstanding payments and fees. Does this mean I have money sitting in the account? If so, how can that money be spent towards purchases if most buyers are only accepting paypal? Preferrably, I'd like the money transferred back to my paypal account as a refund? Any advice would be appreciated, thanks.
