What if a seller doesnt ship an item until 2 weeks after it was paid for?

I purchased an item on March 2, and the seller marked it as shipped on March 3.  The tracking information they gave me did not work and after 3 weeks I messaged them asking what the hold up was.  They responded with new tracking information that still did not work and told me that it was due to be delivered on March 29 (Saturday).  I responded again asking why it would take so long when their ad says average 8 business days and we are already at the 15th business day.  They wrote me back telling me shipping can take up to 15 business days and we are still within it.  Again I tried the tracking information, and it worked but it shows that they did not send out this item until March 15, 2 weeks after I paid.  Is this allowed?

"Shipping" can include time in the mailstream before delivery. So don't worry.

Mark Day 20 after purchase on your calendar.

If the item has not arrived from USA, Canada or Europe by then, contact the seller again and ask for the date of shipping, the service used and the Delivery Confirmation number.

If the item is coming from Asia, wait until Day 30.

If the item has not arrived by Day 40, contact the seller and ask for a refund. If he refuses (or offers a replacement) open an Item Not Recieved dispute before Day 45.

 

But at the moment, the item, if send on March 3, has been 14 business days and 20 calendar days in shipping, which is well within normal delivery parameters.
