Why can't I use the shipping tool?

I have sold 2 items.  I have Paypal set up.  The buyers have paid.  When I log in to Paypal to get a shipping label, it estimates 2 weeks before I can receive my funds and ship my items.  This is unfair - esp. to the buyer who paid quickly!  What must I do?
