said they sent out my item and sent tracking info...later after not receiving my item,, they said it was too expensive to track the item, even though they put a tracking number down. then after I put negative feedback. they offered to buy my feedback, offering money for me to change my feedback. my advice, avoid these people.. they have a huge list of people who never got their items.

If you are still within the 45 day dispute period, you can start an Item Not Recieved Dispute and get a refund of your entire payment because the seller cannot show delivery of the item.
You can also Report the seller for feedback manipulation they offered to buy my feedback, offering money for me to change my feedback . Did they actually say that or were they offering a full or partial refund for the changed feedback.
If more than45 days have passed, go to the credit card you actually paid from (Paypal is just the mediator) call the 1-800 number and ask about a chargeback.

This is a member to member board, for general and specific advice on problems.
If you want to end a transaction, contact the seller. She can send you a Mutual Cancellation. Agree immediately and both of you will be free of the transaction. Leave positive feedback, because she doesn't have to end the contrac.
And yes, it is a contract.
The other way to end a transaction is to refuse to pay. The seller will then start an Unpaid Item Dispute. If you do not pay then, she can close the Dispute getting the fees she paid to eBay back (Did you think it was free to sell here? EBay is one of the more expensive sites for selling.)
You will then have an Unpaid Item Strike on your account. Many if not most sellers have an automatic Block against bidders with Strikes meaning it will be difficult for you to bid or buy on eBay in future.

Yes. Be aware of a seller . Seller will request USPS tracking number on line, which will generate a label for the package. However, the package will never be brought to the postal service for shipping. When you track that number, it will indicate that it was electronically generated. What this means to the post office is that they are to expect a package for shipment, but the package is never brought to the postal service. All postal facilities will do an 'acceptance' scan when the parcel is brought to the outlet for mailing. This will show in the tracking information. Then the seller will present lies to you of difficulties within the postal service, etc. The seller will do this until the 45 days have expired since you purchased the item. Once this is done, you have no recourse to file a did not receive claim to recoup your money. Once 60 days has passed, you also lose the ability to leave feedback. As this seller makes custom fitted window treatments, it is not unusual for longer periods of time to pass to actually make them. The seller is aware of the loop holes within the ebay protection service, thus the buyer is defrauded--the money is stolen, no merchandise is delivered and feedback is no longer permitted. By the way, this seller also does not leave feedback for the buyer. She is quite savvy and charming to communicate with. Once the 60 days has passed, all communication abruptly stops. Please check out (drapery business) on the Better Business Bureau, Oregon, website for many complaints regarding this very issue.

Solution is simple: never let the 45 days pass. Ever. Open a dispute and wait a few more days before escalating to a claim (you have an additional 20 days to do so, at least with PayPal). EBay and PayPal give you the tools to protect you. If you do not use them, it is your fault.

I am not suggesting that this was the case for the OP but it general....your statement could also mean that the label purchased is for a service that that does not have tracking. Some services that can be purchased online will show on the postal site as having being electronically generated but they will never show as being accepted because there was no scanning code so tracking is not available.
