If the buyer paid through PayPal, log on at www.paypal.com, find the transaction and use the REFUND link to refund the buyer. That function is available for 45 days from date of payment.
You can make a full refund or a partial refund.
The fees (2.9% or 3.9% for overseas) will be refunded for the portion of the payment you are refunding.
