How long ago did you buy it?
When you buy an item you have 45 days in which to file a claim for your money back if
it does not arrive.
You have 60 days in which to leave feedback for the seller.
If you used a credit card you may be able to file a chargeback if it has not been too long,
as card companies have longer deadlines for filing than paypal.

If you plan to buy much on ebay at all it is one of the most important things you will ever read.
You have a feedback of (0) right now, and there are many sellers, particularly from a certain
far away country, who routinely do not send items to newbies like yourself as a means of
increasing their revenue because your lack of ebay experience means you do not know all
about this.
So if there it is not too late, see if you can do something with paypal or your credit card.
If it is too late, then spend the time reading up about no-show items.
And in future, never let that day 45 deadline pass by, no matter what.
If you have no item and no money, file your claim no later than day 43, and do not close it until
you have one or the other in your hand.
