Hi.. If you call PayPal toll free @ 1-888-221-1161 they will open for you , assuming you are within 45 days.

 

Credit card chargeback is an option. Call the 800 # on card back.

Whatever you decide to do, don't try to open a PayPal dispute and a credit card chargeback at the same time. Save the chargeback possibility in case the paypal dispute doesn't work out.
