It is called Calculated Shipping.
You enter the service you want to use, the dimensions and weight of the parcel, and any handling charges you have covering packaging, etc.
The program takes the customer's postal code and the information you entered and shows the customer how much you will charge him for shipping.

You can play with this a little by entering different postal codes (for the USA I use 90210) or countries and you will get the amount the customer will be charged to his doorstep.
