what is the cheapest way to burn a cd in a cardboard mailer ( no jewel case) to the usa? can i send it on stamps?

"Light Packet" $ 2.11 and you can include the case as you have up 100 gr.

Yes to stamps but don't forget to paste a CN22 custom's form on the package.
