Before you start leaving bad feedback for your seller, contact the seller and explain the problem. They might be able to fix it for you or tell you where the item item is.
Another choice is to open an item not received case.

Have you checked your seller's feedback? Is he the seller from China with over 200 negative feedback in the last twelve months?
If so file a claim immediately for non-receipt.

Two months is too long.
You are past the deadline for eBay's Buyer Protection, which only extends for 30 days after the estimated date of delivery.
Instead go to your Paypal account and open an Item Not Received Dispute.
Paypal hides their Resolution Centre under Tools on the top of your account page.
The first step is to contact the seller, which is basically a courtesy. You can do this on the original listing. The Contact Seller link is on the right side under the seller's ID somewhere.
Ask the seller for the date and service of shipment and for the tracking number.
Don't get hung up on this. You want only one response, your payment refunded in full.
Do NOT accept a replacement. It won't arrive either.
Sellers can refund money in seconds. Allowing for time differences allow 24 hours.
Then if no money arrives, escalate to a Claim.
If the seller cannot prove Delivery (not shipping, delivery) you will be repaid in full.
Neither you nor the seller will be able to leave feedback, but you will have money, which is better.

Cheap little items from China can indeed take nearly 2 months, but there is no need for you to wait that long to begin a claim.
I suspect the ebay limit has passed. On ebay you have 30 days from the last estimated date of delivery in which to start
a claim. The following link explains this.

If you are unable to use the Resolution Center (bottom of this page), you will know the date has just passed.
Not to worry, then, because it's Paypal to the rescue. You have 180 days (nearly 6 months) from when you paid
to file a claim with paypal, so that is loads of time. See Section 13.5 of this link to read it for yourself, where you will see

fortunately, I got the items at the exact two month, I hope ebay gonna change the policy for the long time waiting
