I recently won an auction and seller has decided to cancel transaction because he does not ship to Canada. Before I make any bid, I check to see if ships to Canada. In the auction listing, he does write shipping to canada along with the rate. The item in question has no restrictions crossing boarders. Do I have any recourse?

The seller can only cancel the transaction if they send you a formal transaction cancellation and you agree to it. I suggest you decline the transaction cancellation and leave negative feedback stating the refuse to sell you the item.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.

Hi noelxmas13,
You can file a report a couple different ways: there's a 'Report' link on the listing itself or you can contact Customer Support.
Thanks,
