If you purchase something on ebay.ca you can file a claim on paypal for up to 45 days after payment.

Go to the Help &Contact tab up in the top right corner.

It is a drop down menu.

Click on Resolution Centre.

Start your Dispute.

The Resolution Centre will send you to the correct site for a non-US dispute.
