I've initiated a return with a seller and have sent the item back to him. He now claims that I've sent it to the wrong address (despite providing evidence, and a tracking number) that I sent the item to him. The seller sent me a PayPal payment, but then cancelled it.
Anyways, it has come to a point where I want eBay to step in, and I see this on the return page. But I can't find a way to launch a money back guarantee. Following eBay's 'help' articles just leads me in a circle between the return status page and the help article and won't provide me with a contact option.
Can anyone show me how to launch a money back guarantee claim? I've attached a couple pictures of what I see on the return page.

When you say you "initiated a return" did you open a Dispute in the Resolution Centre?
When you did, I assume it was for Not As Described.
Unless this was a Buyer Remorse dispute (you ordered a blue sweater, but didn't like the shade of blue, for example) this should have meant that eBay required the Seller to send you return postage.
Did you pay return shipping?
Did the seller send return shipping?
Was the shipped item tracked?
Often sketchy sellers will persuade unhappy buyers that they should return the item for a refund, without mentioning that tracking is necessary in an eBay or Paypal dispute.
But you have tracking. Good.
OK
So worst case.
You didn't open an eBay Dispute, the 30 day from delivery is past, you paid for return shipping, and you cannot now open a Dispute.
Go to Paypal.
You have 180 days from payment to open a Paypal Dispute.
The PP Resolution Centre is under Tools at the top of your PP account page.
PP requires the buyer to return the unwanted item.
BUT
Like eBay, PP requires Proof of Delivery (tracking). And international tracking is expensive.
Bad news?
No tracking, no refund. But you did buy tracking.
He now claims that I've sent it to the wrong address (despite providing evidence, and a tracking number) that I sent the item to him.
If you sent the purchase to the address on the PP invoice, that was the correct address.
I'd open a PP dispute at this point.

Hi @chrihollingswort0 - a lot going on in this one, let me see if I can help!
If a seller accepted your return and you sent it back, if you have tracking proof that it was delivered back to them they have a set time to issue you a refund (Typically 2 business days from the date it scans as delivered back to them).
If they didn't issue a refund after that time you can ask us to step in and we can help.
If they 'issued' you a refund and then cancelled the payment, we'd want you to work with our Customer Support teams so they can help.
In this case, though, I've sent your information on to the right folks. Check your eBay message center or more detail!
