On Dec. 18, 2022 I bid & won 2 items from seller. I waited for seller to send me one invoice. Instead, seller sent two invoices with separate shipping costs.
On Dec. 19, 2022 I sent a request (message #1) to seller to ship the items together & send me one invoice. The seller did not respond & I followed up with the same request (message #2). The seller combined the items & sent one invoice. However, when I went to pay the invoice, I was now prevented from paying due to a new pop-up message that seller could not ship to my location (Toronto, ON). Shipping to my location was not an issue when I bid & won both items or when seller sent two invoices with separate shipping costs.
On Dec. 20, 2022 I sent another request (message #3) to seller to make it possible for me to pay from Toronto, ON. The seller did not respond.
On Dec. 21, 2022 I sent another request (message #4) to seller as follows: "Further to yesterday's message, please note that I have tried numerous times to get the combined shipping & payment issues resolved; currently, you have only resolved the combined shipping issue. If you cannot resolve the payment from Canada issue, which should be very simple to do, then it is impossible for me to pay."
At no point did seller answer any of my messages.
On Dec. 22, 2022 seller cancelled both orders & giving the reason that I didn't pay. In fact, the seller chose to make it impossible for me to pay.
I believe seller has acted unreasonably & in bad faith &, further, has demonstrated unacceptable customer service.

The seller chooses the shipping service based on his own preferences and need for security.
You demanded that he change those to suit you.
The seller is not required to change his stated shipping method.
You did not pay when you won. You had up to 96 hours to arrange satisfactory payment.
The seller is in the right.

Did you request that the Seller combine shipping for the items beforehand?!
Evidently, you did not.
You negotiate Shipping and Combined shipping requests BEFORE you purchase the items, not AFTER the fact.
The Seller is not under ANY OBLIGATION to deviate from their listing or shipping policy...
The Buyer cannot demand any changes or modifications without requesting them BEFORE making the purchase and the Seller can decline...
The SELLER is NOT at fault!

Seller is not under obligation but its not right to overcharge either. A lot of sellers exploit shipping costs... Especially on multiple items purchases. When i purchase cards i expect sellers to combine shipment i do not message every seller about it, combined shipping is a standard. I know it cost $0 to add additional cards most of times. And i can tell you i seen more than once sellers either ignoring my invoice requests or simply refusing to combine shipping cost after auctions even if they combine shipment, trying to pocket the overcharge
Not sure how you can be this one-sided when we don't even know what this buyer bought and if he was correct to request combined shiping cost. His seller also ignoring every single message buyer sent and did not provide any sort of comunication. Seller drived that situation to end cancelling the order, that's totally unprofessional

You are right that combining shipping is normal. So is discounting combined shipping, which is a different thing.
The seller is not providing good service, and will lose a customer (albeit a demanding one) in future. Which is one thing selling one-offs and another where loyal customers are common.
Part of this is that we pay the same fees to eBay for sales as for shipping. While this is a benefit to eBay and to sellers who use Free Shipping, some sellers are putting some of their selling costs or profits into the posted shipping price.
So again, which is cheaper the $10 card with $5 shipping?
The $5 card with $10 shipping?
The $15 card with Free Shipping?
The first seller may be hiding part of his shipping cost in the asking price, just as we Free Shippers hide our shipping cost in the asking price. The second shipper may be putting part of his selling price in the shipping price or he may be giving the accurate shipping price.
Remember it costs at least $12 to ship domestically with tracking through Canada Post.
Which is why the Buyer should ask BEFORE bidding about the cost of shipping and about combined and discounted shipping.

Exactly, we are only hearing one side of the "story" and then not the whole story...
SO one can reply as one wishes as we do not have all the actual "facts"!

As a SELLER
You're not required to agree to any extras or changes from the terms of your listing. If a buyer is making demands that are not a part of your original listing, you will be protected from negative feedback and defects when you either deliver the item purchased by the buyer according to the original terms of your listing or cancel the transaction.
That also goes for ASKING QUESTIONS about Combined shipping BEFORE you purchase.
I will guess the Buyers asked no ???s beforehand!

I understand policies are policies. Just like it is the buyers responsibility to read the listing in full to understand they have made a commitment to purchase, it would also be nice if the sellers out there would respond to respond to mail. If that happened, many of these situations could be averted. I have tried to contact numerous sellers (Mostly US but some Canucks) but their mail option to receive mail is turned off. Not really a good way to conduct business and really shouldn't be the accepted normal.

Yes. That leads to a terrible customer experience.
Of course since buyers are often human, sometimes answering leads to a terrible seller experience.

Many sellers just can't be bothered. I've always considered it the cost of doing business. Things went downhill when systems switched to automated agents (for larger businesses).

As a side i really wish eBay's auto correct/spell check were a bit more reliable. Darn eyes!! Still baffled by no spell check built in to the new listing tool.

Buyer do not request to change shipping service. In the case the seller combine shipment, he do offer himself combined shipment. Buyer request invoice for the service the seller offer. There's literally a button to request total
Anyway we don't know what this buyer bought and we can't know if the request is correct
But this bad situation comes from the seller and his bad comunication. If seller can't combine shipment, he should have comunicated. If seller combine shipment and try to pocket the shipping overcharge by ignoring his buyer, he's also wrong. Both situations there's bad pratices from this seller

WRONG
If the Buyer asked after making the purchase then it falls under... asking for a discount.
...And combined shipping is not `Standard Practice``, just as FREE shipping is not.
And I am almost certain there was no questions asked before the Buyer made their purchases only after the fact.

It does not falls under asking a discount it falls into requesting the total and there is literally a button for that
Seller sent two invoices with two shipping charges and buyer requested an invoice, that's all. If seller combine shipment and still try to charge twice he's the one exploiting his buyers. I'm out of here this going no where

A button that ONLY shows if the SELLER has Combined Shipping Discounts activated for their account, if they do not then the button does not appear for the Buyer (according to eBays own system in Seller Preferences)
Also, NOTE the OP has not replied to anyone on this post why - RANT! and a one-sided story for which we do not have ALL the actual facts!
Also, NOT all purchases can be combined for shipping...

And given rates change with weight and allowed services with dimensions, you are right.
In this case, of course, the OP seems to buy a variety of goods, where weight and dimensions could be in play.

The fact that the MOD entered the arena, tells me this was a Name & Shame post...
So the only thing we can do is speculate as to what these two purchases are and from which country did the OP buy them, it all dictates if Combined Shipping can or cannot be applied.
And, of course, did the Seller even offers combined shipping in the first place...
