Election by principal form for collecting, reporting and remitting GST/HST

I have downloaded the above form, filled it and now I can't find where to send it to. I was in an online chat with eBay "support" for over 30 minutes and was sent first to the American site for States taxes, then to a wrong website for uploading that form.

I need a link to the right place to upload that form.  Help.

I think there was a link in one of the 4 emails that eBay sent on the subject and I must have deleted the wrong email.
