I'm having an issue when getting a label; there's no option available for what the buyer selected. This is the second time this has happened internationally. Once in China, and now in Norway. But I've had tons of orders where there were no issues in these countries/internationally in general. The buyer is choosing "Canada Post Tracked Packet - International (Non-US)", and I only get the following options:
1. Canada Post Small Packet International (Surface)
2. Canada Post International Parcel (Surface)
3. Canada Post Small Packet International (Air)
4. Canada Post Xpresspost International
Things I've tried:
1. Talked with support. The first time it happened, they said it might be a carrier issue and/or bug. Now, months later, when talking to support they didn't mention what the issue could be and basically that I was out of luck and gave me the options detailed below.
2. Used the Canada Post website to see if the option was available there, and it was; albeit for $40 more than the buyer paid for shipping since eBay gives large discounts for printing labels here.
3. Used a different address and tried a completely different country/address. Modified the weight and dimensions - nothing seems to change the options I get when getting the label. Note that, in the listing, I give the exact weight and dimensions of the shipped item since I use calculated shipping.
My options are:
1. Send it untracked and uninsured (services 1 through 3).
2. Pay the difference to use Xpresspost (usually upwards of $30-40 extra).
3. Cancel the order and make the buyer angry.
None of those options seems good to me. I'm not really sure what to do here going forward. Just disable international shipping due to the odd time it doesn't work correctly?

Yeah, at this point I'm inclined to consider it returned in error seeing as nothing has been checked off on the Canada Post label and there's no return to sender label from USPS that's been affixed.

im having this very issue right now but with ALL international shipping before the canada post update last week everything was A1 but now USA and international does not (exempt 10% of the time) offer tracked services anymore. im lost in this situation and losing money on every single sales i make overseas as i use calculated shipping. im not the only one in fact every one of my friend selling on ebay have this very same issue

No one seems to know whether it's an eBay issue, a Canada Post issue, or both (it's probably both).
While annoying, I'd suggest using another shipping company to lessen the impact. You should be able to get somewhat reasonable prices from possibly Shippo or EasyShip. For USA they're not quite as good as eBay's rate, but they're a heck of a lot better than over the counter at the post office. For overseas, I believe EasyShip's tracked packet rate is actually better than eBay's is. You could also potentially use Chit Chats or Stallion Express. If you don't live near a drop point, I believe Stallion has the option to mail the item to them and Chit Chats has an agreement with Purolator to drop them off (unsure what the extra cost is). Make sure you familiarize yourself with the extra requirements if you use either of them.

NOT SOLVED!
Just printing a label this morning and this is at the top of the page:
However eBay has not bothered to inform buyers of this purported change, so my buyer was able to select "Canada Post Expedited Parcel", WITHOUT being informed by eBay that the seller would not be able to ship by that method, and in fact would only have the option to ship via FEDEX or UPS.
Nor of course was the buyer informed that they will be charged substantial "brokerage" fees by UPS or FEDEX when the parcel is delivered.
So, when buyers have these brokerage fees sprung on them and go looking to leave negative feedback, what's eBay going to do about it?

Canada Post is not currently disabling all services to the U.S. and Puerto Rico, but changes due to new U.S. customs regulations, specifically the elimination of the $800 duty-free threshold, have caused service disruptions and delays. This means all postal shipments are now subject to upfront duty collection, and many postal operators, including Canada Post, have had to suspend or modify certain services while systems are updated to handle these changes.

This is NOT the same issue the early posts were about.
eBay.ca labels has disabling shipping to the USA since last week of August because shipments via Canada Post to the USA must have tariffs prepaid.
Your alternative to eBay labels is buying directly from Canada Post and getting hit with paying the Trump tariff (via Zonos clearance) when mailing (some things are exempt, but most are not).
Or you wait to get enrolled with the new eBay International Shipping service that is being rolled out this month. Ship to the centre in Canada, and it handles all the details of getting the package into the USA. Buyer pays for any tariffs, the Seller does not.
