If eBay refunded your purchase, the seller is under no obligation to respond and whether or not the item has been delivered and/or where it has been delivered is irrelevant...You have been refunded. The EIS program is the eBay shipping process by which eBay takes the responsibility, not the seller... so that if something goes wrong, eBay will manage any issues....The seller has no further obligation...

Why should the Seller respond to you, they have no reason, obligation, or need to. maybe your item was misaddressed or stolen?
What did you purchase?
Your issue is with eBay and the HUB as you call it, not the Seller, take up your "crusade" with them...

BTW, Supposedly CP loses numerous packages yearly, have you or others reported CP to BBB ? ...and what was the result there?
I Agree that EIS has problems(I have never used it nor would I ever consider using it so EIS is of no concern to me personally) ...but EIS is also still a work in progress so definitely needs improvement, modifications and/or whatever it takes to bring it to a more efficient workable level, but we don't live in a perfect world and EIS may be way less than perfect but it is what it is...use it or don't use it> You do have that choice!

Ebay refunded my purchase however USPS states they delivered to the address that was provided.
They did.
The seller who uses eIS ships to a plant in Glendale Heights IL.
Their responsibility for delivery ends there.
You were refunded by eBay/eIS not by the seller, who did their job and got paid for their item.
EIS is a Seller Protection program. It offers little for the buyer.
But your purchase was still covered by eBay's Money Back Guarantee when it was not delivered to your doorstep.
And you were refunded.

this may be a case for the BBB
The Better Business Bureau is a franchised business which offers mediation services to local businesses in cases of customer dissatisfaction.
It is not a government department.
It has no legal standing.
If the parties decide to ignore the mediator's suggestions, the BBB can do nothing.
Which is why it was set up to begin with, to provide a smokescreen of respectability to businesses.

You may want to check with the link below to confirm your item can be shipped thru eIS to Canada. Sellers enroll in the program but many don't realize that EVERYTHING can't be shipped using it. Causes problems for buyers when stuff falls in the grey area. Items do get lost/delayed but most cases it would be the not permitted situation.

Another thought.
Many B2B eBay purchases were shipped through GSP, although that was specifically not covered by their terms.
Then we say complaints about not getting a breakdown of import fee information from those GST registered businesses.
They were unhappy that they could not get their tax rebate on taxed imports.
I wonder if the same is true of eIS? I haven't noticed any complaints.

Which facts are you not sure about?
It sounds like your tracking said the item was delivered to the hub since you said it was there for 3 weeks.....is that right? Is so, then you already know that the seller had the right address and that address is the only one the seller and usps uses. When a seller prints the label through eBay the EIS transaction. number should show on the label and that number links the EIS your shipping information.
The EIS does seem to have a processing problem at the hub as other buyers packages have been lost there or taken a long time to be sent out. They are aware that there are problems so hopefully they are working on it. Based on the info in your posts this seems to be caused by EIS,not your seller.

Exactly.
And eIS/eBay pays a penalty when they do not deliver to to the buyer before the last estimated delivery date the buyer is given.
The buyer is refunded.
The only one who is "innocent" is the seller, who did their job and delivered to the Hub. Because they filled their contract, they keep the payment.
