how to get a hold of ebay for help, how to contact them, paypal limit

So there is this coupon from ebay saying if I spend $75 with my paypal account for the weekend of black friday I will get a $20 coupon, the problem is paypal has a limit on how much we can buy this weekend with paypal!  I contacted the seller and paypal an now I can't get a hold of ebay, does anyone know how to email or message ebay? no more of this community groups, they aren't answer my question, no offense but this is something only ebay can help with

Go to Help & Contact at the top or bottom of any ebay page and click through Buying Problems until you find a description that comes close to fitting your problem and a humber to call. Maybe something on the subject of Payment problems.

I used the Call me option a couple of times in the past year and eBay Customer Support did call me back within 15-20 minutes.
