The reason is the buyers (new buyer) purchased an item before getting a shipping quote. The shipping to the buyers country was very, very high.
How do I cancel this transaction and relist my item for sale without opening a case against the buyer.

While I wouldn't expect this to be a problem, remember that with a UID, the deadbeat buyer cannot leave feedback.
But with a cancellation, he can.
Usually not a problem, when you and the customer have had polite communications.
You may want to add Calculated Shipping to International destinations to prevent this in future.
You may also decide to Block some countries (or entire continents) that you don't want to ship to
