I know some folks have found use for them and I've upgraded them to current situation so here is what I am using now, use what works for you....
(PS note that these do NOT fit in the message space in the case response system, so I send a smaller note advising that I'm sending a more complete version via eBay messaging, something like this:
Hi! I am sorry to hear the stamps have not yet arrived. eBay does not give me much room here, so I am sending a more complete message to you via eBay messaging. Everything overseas is taking much longer now, if the stamps have not arrived by December 24th, I will refund you out of my own funds, assuming they arrive after that you can let me know so I can send an invoice so you can pay for them again, this is my full time job and I am out 100% if they do not eventually arrive. Thank you for your patience and understanding and have a great day!)
When a case has been opened: (Note this is for a NON tracked item, the majority of what I send)

Hi Hopefully you received my message on Monday November 16 advising that they were shipped on that day?
I definitely share your frustration with the postal delays! Unfortunately the combination of COVID-19 related and Christmas volumes are affecting a lot of shipments, especially those I'm sending overseas. Some items move at normal speed or even more quickly, some like yours are slowed down significantly. A lot depends on which sorting centers are affected and for how long they are impacted. I am not sure how the postal distribution network is affected in your local area (I am in Canada). 99.5% of the time parcels just take longer than they should to arrive especially now.
Other similar packages I've sent to Malaysia in the last while to other buyers are sometimes taking 6 to 8 weeks or longer to arrive, but again no predicting which ones are slower.
Now that a case has been opened the only options eBay gives me are to send a message or refund and irregardless of messages, I have to refund by December 24th. If it is ok by you, I will wait to refund until December 24th. If it arrives before then, you can just close the case. If it doesn't arrive by the 24th, I will refund out of my own funds. Assuming the parcel does arrive after that, let me know and I’ll send another invoice so you can pay again (this is my full time job, small parcels like this are not insured so I am out 100% if they do not arrive).
Thank you very much for your patience during all of this and I hope you have a great day!!!

I would really appreciate it if you can wait another couple weeks or so before we decide the package is lost and I refund your money, but I will be ok whenever you decide. If it gets to the point that you think it has been long enough, please just open an item not received case and I will refund your money out of my own funds. Assuming the parcel does arrive after that, let me know and I’ll send another invoice so you can pay again (this is my full time job, small parcels like this are not insured so I am out 100% if they do not arrive).
