I just got a negative feedback today from a buyer saying that received wrong item.
The Tracking showing that was delivered more than 3 weeks ago in Jan 13th, and left a feedback today and never contact me, leaving a feedback for receiving wrong item after 3 weeks, that is kind of weird, for sure I sent him the right item. what can i do now?

Send them a message asking if the feedback was meant for you, remind them in the message what you sent, and your ebay id, and then you can maybe include some version of this (I just took from one of my boilerplate messages):
"It is unfortunate that the first news I have of any problems is a negative rating, which is damaging to my reputation, before I've had a chance to know about what the issue is or am able to try to work with you to resolve it! I hope that once this is resolved you will consider revising your rating. Let me know how you would like to approach resolving this when you can, and have a great day!!"
I've had all manner of misidentifications where folks somehow were tagging me with problems, INRs etc for stuff they purchased from someone else, a quick communication like this cleared it up quickly....hopefully you'll be as lucky....
