Can I opt out of paying the "import charges" in an item listing.

It's cheaper for me to pay only the shipping cost and pay whatever duty/tax might be assessed when I pick up the item at the post office or courier.  I don't like to be forced to subsidize ebay's side deals with Pitney Bowes that cost me a lot more than the 13% HST that is charged for items from the US.  It should be my choice, not ebay's whether I use  a broker or not.  How can I avoid paying this ridiculous charge.  If I can't then it's goodbye Ebay.

It is seller choice to add import charges (depends on shipping company or brokerage fees), ebay has nothing to do with it.

Import charges stated at shipping details. You can ask seller to ship with different company (he/ she not obligated to do so) or ask to cancel transaction, which is not requirement either.
