Sorry....NO..."IF" the buyer ask you for a BIN (Buy It Now) price and you (BOTH) are willing to agree to it ...and if there are no bids on the listing... just add the BIN (Buy it Now) and change the "Title" to the buyer ID (Its a easy way to search for the item and no body will be able to snatch it up).

You want to buy, is that it? If you are looking at an auction-style listing with no bids yet, a seller can add a buy-it-now option. The seller may decline, as often people who wish to do this are eager to grab the item cheaper than it may sell for by the end of the auction.
If it is for a listing which expired and you missed, you can ask the seller if s/he would be willing to sell it to you as a buy-it-now, whereupon the seller creates a listing just for you (a relisting, really), and you buy it at the agreed price.
Assuming you have the seller's ID or the listing available, just use the Contact member link on the seller's profile, or the Ask a question link to the right of the listing.
