Can someone explain why I am being charged a shipping fee from both the seller and Pitney Bowes when I go to post payment.

I purchased a lot of key blanks - the seller charged me $14.95 at checkout and then Pitney Bowes charged an additional $26.78 at check-out.  Why all the extra shipping charges...

Hi.. When viewing a listing  in top section under shipping..import charges...to be provided at checkout , seller is using ebay's Global Shipping Program. Import charges duty/taxes are paid at checkout rather than on delivery. Duty on key blanks is 6.5%

As total shipping on that item was $26.56 , i assume the difference $11.61 was included in Pitney Bowes $26.78. plus duty/taxes.
