What is the promotion?

I think I am out of favor. The only invitation to a special listing day I ever received, was one that was already out of date!

That may be because you have an eBay store and/or substantial sales volume. It appears that most store owners do not get invited to most of those promotions (there are exceptions)
My "pierrelebel-canada" ID (never had a store) received the invitation this morning. 🙂
My "pierrelebel" (my store closed last November) did not. 😞
Last Wednesday, I asked eBay:
"Does eBay intend to continue the current policy of offering listing promotions by invitation only or can we expect eBay to revert to the old system where all eligible sellers could take advantage of listing promotions."
The answer (if you call that an answer!):
"There are no definite plans to commit to one or the other. The promotions do vary and we hope that you're able to take advantage of some of them."

Many sellers now sell using two different seller IDs.
It does take some time to build up feedback and achieve TRS status. Also, for the first few months one may experience the 21 day hold to get payments from PayPal. Finally, may must be careful to avoid listing duplication.
On the other hand, it substantially increases the odds of getting "invited" to a promotion.
Having two selling IDs is not for everyone but is worth consideration.

I have thought about it, but I don't really know how to go about opening a second ID. Do I have to have 2 email addresses, street addresses?
I would like to take advantage of the 50 free listing a month.

You can use the same PayPal account for two or more eBay use IDs
You need a different email address for each eBay seller account
Your name and address are what they are, no change needed, although I suggest a slight variation (such as including or exclusing a middle initial) to help differentiate the messages you get from eBay.
