How do I obtain a Seller Fee refund when buyer is from a country I do not sell to?

Someone from Russia bid on my item and won, but I do not ship to Russia, so will not complete the sale. How do I get the eBay fees reversed?

Send the buyer a cancellation of transaction request. Once they accept it, transaction will be null and void, and you will get your final value fees credited back to you. I am assuming the buyer already knows you dont ship to Russia, so I would send them a quick note beforehand about the forthcoming cancel request.
