Bank, credit cards, Paypal etc all charge a fee when exchanging different currencies. The rate can vary but Paypal's usual rate is 2.5% and it looks like that is what you were charged.

Buy an item and one can reasonably assume the seller has built in  profit margin.  Same for buying currency.
