What exactly do you mean by 'your view is blocked'? Usually if there is any block of any kind, you will get a dialogue box outlined in bright red telling you what the problem is. You don't have to like what it says, but it will be telling you the reason.
Sellers can block access to people in countries to which they do not ship. Within any country you will find sellers of identical items who do and do not ship to Canada. That's a seller's choice, - the item has nothing to do with it.
If you have had any problems with unpaid items, that would cause you to be blocked just about everywhere. In that case, the country will have nothing to do with it. Sellers block non-payers automatically, so your neighbour could have you on his blocked list.
If the same seller from whom you purchased in the past has now blocked you, well, I am not privy to the details of your transactions, but sellers can block anyone at all should they choose to do it.
Unpaid items will keep you shut out of most everywhere for the next year, otherwise maybe just try finding sellers who ship to Canada.
