I declined a cancelled transaction because the sellers reason was bogus, do i get the item still?

The seller said he did not ship to my country but it is clearly not listed in his country's he does not ship too.i declined the cancel transaction but he still refunded me. and now it says the case is closed and he is not responding to my messages.

You ordered. You paid. Since the seller does not want to ship to Canada, where did you find a shipping fee?

The seller refused to ship and refunded you. He asked for a Mutual Cancellation.

You refused. He did not get his selling fees (around 20% of the selling price and shipping fees) refunded.

You are not out any money. He is.

Did your seller use Global Shipping? Many sellers are using G.S. even though they don't ship internationally and don't realize they are setting them selves up for unwanted bidding from outside the U.S. This maybe why your seller refused to ship to you. I have taken to messaging sellers who use Global Shipping just to clarify that they actually do ship outside of the U.S.
