Two things to do:
1) File a claim for non-receipt within 45 days of payment
2) Post appropriate feedback within 60 days of purchase
Your post here will unfortunately mean nothing as you are not allowed to name the seller.

Hello 'troa45',
It is not uncommon for items ordered from a certain far away country to never make it into
the mail. It tends to happen to people like yourself who have a low feedback score.
That is because you don't know how the system works, and how to get a refund. For future
use it might be wise to read through the following link:
http://pages.ebay.ca/help/buy/item-not-received.html
If an item does not arrive, contact the seller, but you only have 45 days in which to file a claim,
so if you have no item and no refund by no later than day 43, open a claim.
Do not close it until you have one or the other.
And never accept the offer of a 'replacement'. That is invariably a delaying tactic to make you wait
too long. The replacement won't be sent either.
You don't say how long ago you bought the earphones, but if you paid with a credit card
there is a teeny chance you may be able to phone the 1-800 Customer Service number and ask to do
a chargeback. Cards also have deadlines so if this is an option, do it now. Have your card statement
and receipts etc. in front of you when you call.
