I won an item yesterday and immediately afterwards, as I was about to pay, they sent me a message saying "You have not won it do not pay". I sent them a message back letting them know that on my end, it is showing in the "purchased" folder and is prompting me to pay. I asked them what happened, thinking it might be a glitch. They haven't responded.
This morning, I still hadn't received any response from them, so I checked their items for sale, and there it was. Relisted for a higher price, but they haven't cancelled the transaction so it looks like I am refusing to pay. The resolution centre says I have to wait 10 days to file a case. Is there anything that I can do to end it faster? I don't want this to show on my account as anything negative.
In my opinion, that is just a dishonest thing that they have done.

If you feel like fighting for this, you have some options.
I gather that when the seller told you not to pay, that you stopped.
Was the item available to Canada? This is a very important consideration.
Was there an invoice from eBay or from the seller? It sounds as if there is.
Have you tried to pay it?
Once it is paid, the ball is in the seller's court.
He might ship. Problem solved.
He might refund your payment. If he does, he cannot file an Unpaid Item Dispute.
He might accept the payment, but not ship. You would (eventually) open an Item Not Received Dispute and be refunded.
Remember, no one is going to his door and forcing him to ship.
You can leave appropriate feedback and more importantly , Detailed Seller Ratings. The normal DSR is Five stars. The lowest is ONE STAR. No stars is a Free Pass.

Even a seller of vintage items, like me, sometimes has multiples of unusual doohickeys.

Yes. I saw that the phone was the same when I actually looked at the listing.
You, the buyer, cannot cancel the transaction. The seller has to offer to do this and then you agree.
However, if he is silly enough to put this off for 45 days, he has no way of getting his fees back nor of 'punishing' you for bidding.
