It seems to me that all the different agencies react to these terrorist attempts by trying to close the barn door once it is too late. Would it not make sense to be looking ahead and seeing what measures could be taken to prevent things like that happening rather than only trying to prevent the things that have already happened once?
If one method has been tried and it failed, isn't it more likely that they would try something new rather than try the failed method again?
