Just want to voice my opinion here,

the shipper being used by ebay is Too expensive and I am still waiting for a refund for shipping I paid the transaction was cancelled by the seller, Getting thru to someone is impossible. and being left on hold , still no answer, I was told would be refunded by the shipper by ebay representative within 24 to 48 hours.

If you are a buyer in Canada, look for a seller that does not use ebay shipping UPS

Was the item ever shipped?

You did not pay the shipper (UPS) the seller did. Any refund on the cost of shipping would have gone to the seller, if in fact she had made any payment to UPS before the cancellation. Because UPS' customer is the seller, not you.

You are the seller's customer and it is up to her to refund you in full.

So.

First work out the timeline.

Now.

Did the seller refund you the cost of the item?

Next.

File an Item Not Recieved dispute with Paypal. If this is not possible, go to the credit card you actually paid with (PP is just a mediator) and ask for a chargeback on the remainder of your payment.

As far as I can see, neither eBay nor UPS will be interested in your dilemma. The seller and only the seller owes you the shipping fee you paid.

I could be wrong but I have a feeling that the payment was made through the global shipping program. If that's the case then ebay would be the one doing the refund.

If the seller refunded the cost of the item and cancelled the transaction then the refund is supposed to be automatic although I don't know how long it takes.

Paypal resolved the problem, Ebay was useless, I was left on hold for a total of 2 hours. the payment from seller was refunded, when the transaction was cancelled the shipping fees should have been reversed. I believe it was a paypal representative who said that when the transaction was cancelled the shipping fees would be reversed. As the seller selected ebay shipper, the payment goes to shipping company in this case UPS, ebay asked me if I contacted the shipper? which I do not have time to wait for another 2 hours calling UPS. the payment of shipping was credited back to me last week when I contact Paypal, for the 3rd time.

Use the automated Resolution Centre -- it's faster and more likely to be successful.

Canadians get refunded by Paypal. Only US sellers get refunded by eBay, and even then sometimes PP is the one refunding.

Assume that the clerk on the other end of the telephone just got hired to her minimum wage job last week and has been given a script to follow. Also that English is her second language. And she has never heard of Canada. (The last is only true of American service reps, the Philippinas probably have a few cousins working in Canada already.)
