I am dealing with a seller who is refusing to give me an item I paid for, he purposely waited for the 45-day case window to be over, claims my item was shipped to me and returned to him, and is now demanding I pay additional $10 USD for him to ship my item; even though he listed the item as free shipping international. None of the FAQ prompts are helpful in this situation and there is no way to report sellers, please someone tell me I'm missing something and that I'm wrong, I just need to talk to someone with some authority. I have no desire to be refunded because I paid with a Prepaid Visa card so if I don't receive my item I am out $50.

At the top right section of the page is a tab called "Customer Support". Put your mouse over that, then select the "Customer Support" option again. Then in the new page, there should be a tab that says "Contact Us". Select the category this situation falls under, and you will be given an appropriate number to call.

Yes, well, I've gone through all the motions and tried every option several times on the number given as well as several other numbers I've found on the internet and it would seem that there's no actual way to contact a actual person to talk to, just recordings of "press 1 if.. ect ect" none of them lead to an actual person.

Really wasting time trying to contact ebay. Ebay provides Buyer Protection to 45 days and once past , can do nothing for you.
Feedback can be left for 60 days.

Perhaps i'm wrong but thought Visa gift cards could be refunded.

Phone the customer support card on the back of the Visa gift card.
If you don't ask, they can't say yes.
Have all your transaction numbers, values, dates etc. handy for the clerk.
