I just had an experience of a low price, high shipping cost item (a set of stamps), (total price incl shipping is fair for what was described) but then the seller shipped a substandard product. Listing clearly warns that if you are unhappy, you can return it - but of course not his shipping charge. Specifically, his shipping cost was $0.64 plus an envelope and card, but he charged $8.00.If I return it, I am out $8, he is out 64cents. If I keep it, I have overpaid for lower quality. That is a clever scam!

If you had opened an "Item not as described dispute" and followed the process you would have received a full refund of everything you payed including shipping costs.
The cost of returning the item to the seller would however be your responsobility.

You also get to leave appropiate feedback that however of course does not get you a refund.
But it does send a clear message to the seller and warn other buyers.
